What the number means
Italian flour is graded by how much of the wheat bran and germ is sifted out and how finely the endosperm is milled: from coarse to fine it runs tipo 2, 1, 0, and 00. Tipo 00 is the finest and whitest, milled to a soft powder. It says nothing about protein or strength — that is a separate spec.
This is the most common point of confusion. A 00 flour can be a delicate, low-protein pastry flour or a strong, high-protein pizza flour. Both are "00." For focaccia you want the strong kind.

Versus bread flour and all-purpose
Compared with a typical North American bread flour, a strong 00 is more finely milled and often a touch more extensible and less springy, so it stretches into a pan with less fight. Bread flour tends to give a marginally chewier, more rustic chew; 00 gives a finer, softer bite.
You can use them interchangeably at similar protein levels; the difference is subtle. If a recipe specifies 00 and you only have bread flour, it will still work — the crumb will be a little more rustic. Avoid a weak, low-protein 00 for high-hydration focaccia.
Storage
Treat it like any white flour: airtight, cool, and dark, good for months. Because it is so fine it can clump if it takes on moisture, so keep it sealed away from humidity. Freeze it if you bake rarely or live somewhere warm, and warm it to room temperature before mixing.
